This is at a local ice hockey rink that my brother plays at. In this picture, it is turned off, but it looks fully incandescent when it is on. If anyone knows more about the lamps used in these (shape, voltage, wattage, base type, etc.), please comment it here.

Could be LED with an incandescent effect. The sign looks quite modern. I saw a GE LED with an incandescent "fade off" effect.

It has a slight fade-on too. The timer on this scoreboard usually counts down from 15 minutes, so the right side of the leftmost clock digit is used more than the left side of it, and when there is less than 1 minute left and the left side switches to seconds with the right counting hundredths of a second, the left side of the left display looks brighter. Also, some lamps are burned out.
