Thats pretty recent for F34 Altos, I thought they stopped making them in 2012. They are also usually 2650 lumens, the ones i have are anyway

How it is F34T12 if it is for export? It should be 36W T8 if it is for export. F34T12 are to be used on F40T12 rapidstarts only.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

or to places like US Army bases stationed in other countries

Dor123, these lamps are made in the USA but are not allowed to be sold in the USA because it doesn't meet their regulation requirements, however they, at least for the time, met the requirements for Canada and maybe Mexico, so they were exported here and there
