Wouldn't surprise me one bit as these guys are notorious for re purposing things into something else. they have a bunch of the glass tops from acorn streetlights that have been made into hanging light fixtures . My guess is these are radial wave reflectors cobbled onto explosion proof lights !

That rim you see underneath the shade that is encircling the lamp isn't normal for a street light. You are probably right on the assumption.

What they call "jury rigged". What is really bad is they call the reconstituted mess "vintage".
