2x36W T8 preheat/switchstart weatherpack inside the room of one of the tenants at my hostel, humming even when off (Gaash Sealight 5284U2)


I've noticed that this weatherpack, which is hanging on its wires, humming even when off.
This weatherpack, have a label which indicate that it have an emergency module added inside.

This fixture is Gaash Sealight 5284U2. Better than any fluorescent fixture made today.

I"m don't speak english well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I hope that LED won't replace all forms of other light

Somebody should fix that thing before it falls
Some emergency ballasts do hum in normal operation (and can buzz quite loudly when something goes wrong with them)

Colored Fluorescent's such as F40T12 Red or  Green or Blue are awesome...

Update: Unfortunately the idiots maintenance persons, has removed this Gaash fixture from a bizarre reason: "That the transformers has been failed" (They confusing between a ballast and a transformer)...
Another update: One of the tutors of my hostel, said that some complained about the humming of this Gaash Sealight, even when it off, so the maintenance disconnected it from the electricity to get it stop humming, and today, some temporary tenant needed light, so they had to remove it. The humming caused by the emergency module inside this fixture
