Half of my hostel without electricity

At 6:45pm, suddenly all of the lights in my room shut off, and my UPS began beeping. However my amber LED nightlight remained on, and my LED emergency lantern didn't turned on.
When I exited from my room, I've seen that in half of my hostel, there is no power. Some lights worked normally and some don't operated at all.
At 8:06pm, the power disappeared completely for a min than returned to normal.
What can cause this?

I would assume your hostel is a fairly large building? and has 3-phase power coming in. You lost one or two of the 3 phases.

I've seen it happen a few times at work where they lose a phase or 2, so the building is partially lit. (have even seen it where 1 phase is on, 1 is off, and the other is at half-voltage).
Before coming back on everything goes out for a few minutes. (I'm assuming that's the power company purposely shutting things down before connecting whatever repairs they needed to do)

Colored Fluorescent's such as F40T12 Red or  Green or Blue are awesome...

My hostel is a part of a complex which was once a villa. It consist of my hostel at the backyard, another hostel at the front of the complex near the street, and the offices of Galim hostel array, which belongs to A.D.N.M. This failure occurs in all of the complex, and wasn't limited to my hostel only.
In my case, the phases that worked had the correct 220-230V.

I"m don't speak English well, and rely on online translating to write in this site.
Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

Sounds like they simply list a phase to the complex, or even to the surrounding area.

I know when its happened at my workplace, its been not just the one building, but throughout the little section of town its in.
I think that type of thing is not all too uncommon. I know people in other places who've seen it too.

(the times where 1 phase was at half-voltage...that I believe is unusual. On one of them I heard the outage was caused by a truck hitting a power pole)
