Here you see the GEC F64318 "NIGHTWATCH18" Security Bulkhead Light opened showing the Lamp,behind the Gear Tray is the Ballast Ignitor and 4uf 250v P.F.C. (Power Factor Correction) Capacitor, also behind the Gear-Tray is a Inline Fuse-Holder and a 5mm x 20mm 630mA anti Surge Fuse, designed to blow when the lamp reached End of Life, to protect the Ballast.

I was an electrician with the NewYork City Human Resources Administration, Dept. of Social Services. At one point in the 1980’s, we had a staff of over 150 electricians maintaining homeless shelters, senior citizen centers, welfare centers and office buildings. I was usually able to cajole the supervisors into ordering the fixtures and electrical material that I needed for different jobs. There were many small incandescent fixture locations that could use a low wattage hid replacement. I ordered 200 Norelco 18 watt lps fixtures. Our purchasing division refused to supply the Norelco fixtures, but approved the purchase of Nightwatch 18 fixtures.
I don’t recall either a power factor correction capacitor or fuse holder in the fixture that was supplied to us, only a
120 volt U.S. made electromagnetic ballast.

Low Pressure Sodium lamps don’t have ignitors. Either a ballast or choke coil & capacitors to reduce stroboscopic effects & improve lead/ lag power correction.

Low Pressure Sodium Lamps operate on a Leak Transformer Ballast, Electronic Ballast, or a Simple Choke Ignitor Circuit, in some cases Both the Ballast and Ignitors are encased within the Housing in other cases such as used in this fitting this has a Simple Choke Ballast and a small separate Ignitor, to strike the Lamp, also as with older Osram-GEC SOX lamp thye did not have a internal fuse within the Lamp, they fitted a 630mA fuse in line with the Live and the Ballast/Capacitor which would blow to protect the Ballast from DC Inrush Rectification as the Lamp reaches the end of it's life.
