I'm not sure who actually owns this light pole which looks like being set up during the sixties. But it could indeed be part of the public lighting system in this town (Riesa).

very cool light! there is one of these for sale on eBay right now, however it looks to be missing its gear and it's way to expensive ($200.00 U.S. + shipping )

This lantern production of GDR. VEB Leuchtenbau Leipzig. Some elements of the lamp changed in different decades. And i see that it is not the 60's, but about the ~ end of the 70's.
