Hmm the NEMA tags must be aftermarket, as they were used by Westinghouse until the boxy OV-15 and OV-25 were introduced in 1979. It's so nice to see these still up, intact. The tape on the light is a little tacky! Around here the utility will remove the PC and put a ring of tape around the light like this to signify the light is defective and needs to be replaced (if they don't have a fixture on them). They especially do it to MV fixtures. Sometimes the light is that way for a year before it's actually replaced! They will tape the lights shut if it's got a broken latch but I've only ever seen them do it on lights with plastic lenses.

doesn't look like that tape is doing much. Looks like it's all wrinkly and dried up.
