I wonder if the struggling on the lead side is because the capacitor is a bit weak?

in a lead circuit if the capacitor loses some capacitance the lamp current will drop

My other hobby is buses, especially the Routemaster

Hey thx! Yeah what happened is the ends would just glow and starter would click not quite able to kick on. So I played with some newer starters 4 pin and 2 pin. It did the same thing except one starter I think was bad because nothing happened with that one. So I left a 2 pin starter in it and switched the lamps and came on right away no problem. Then the problem lamp came on no issue. The problem lamp looks like it has heavy hours on it. Possibly on it's way out? I plan on using these lamps sparingly and using watt miser lamps I already got.

T12/ t17 there's a reason they made heavy magnetic ballasts
