I wonder what's with the 3 that are out?
Seems highly unlikely that it'd be EOL lamps or ballasts all right in a row like that.

Colored Fluorescent's such as F40T12 Red or  Green or Blue are awesome...

I bet if you peeked in that open ceiling hole, you may see some older lights hiding away above the drop ceiling
