GE has a "3-Way" Circlite that's pre-heat, though it only has two levels. I have a unit with three levels, but it's electronic.

The lamp is a standard FC8T9 lamp (possibly made by LOA). According to the package, this has three modes (10w, 15w, & 25w), which is true, this does have three modes, and inside the unit is two ballasts. so from what i can tell, this works the following way...
Mode 1: Ballast A (Low power ballast) powers the lamp.
Mode 2: Ballast B (medium power ballast) powers the lamp.
Mode 3: Both ballasts A and B power the lamp.

Old lighting is, and will always be, the best lighting.

Low is pretty blink happy.
Medium is pretty normal for a circline adapter.
I've not tried it on high because the manufacturer recommends not to do that (due to higher cathode heating current from having two ballasts in parallel).

Old lighting is, and will always be, the best lighting.

Only when the lamp starts up on the high setting, if you let it start on low or medium and then set it to high, it will work fine and still have a pretty long life.

Old lighting is, and will always be, the best lighting.
