The filament is broken, and the starting voltage of the T12 is enough for the 240V OCV of the preheat ballast to create a glow discharge through the entire tube. I encountered this a lot.

One thing I cannot stand is when a tube reaches EOL early due to broken filaments. I've had a lot of GE lamps, specifically Ecolux versions, do this. Especially the F40 versions. When this happens, the tube can work only on certain ballasts. Definitely not with a Preheat ballast though.

1. Motorcycles, cars, Women, and Lighting (especially fluorescent)
2. Weightlifting/staying extremely athletic
3. Severe Thunderstorms of all kinds
4. Food and drinks. So gimme them bbq ribs

All T12 lamps, when the electrodes becomes depleted emitter, breaks on preheat after they rectifies for a while. This is the normal EOL of a fluorescent lamp on a preheat ballast.
