Thanks for the photo! Looks like a custom bracket holding the ballast in. I was afraid of that, because it's missing. I tried using the bracket that came with the ballast as a clamp bar, but the cover wouldn't close. Also looks like the ignitor and capacitor were held down by the strip of plumbers tape.

A strip of some galvanized flat bar could be made into a suitable replacement bracket.

The brighter the better.
