Perhaps the lamp's vacuum could've been lost? I've had SON lamps with lost vacuums and the arc tubes have little or no glowing once extinguished even after leaving them running for a good 15-20 minutes.

A SON lamp that lost vacuum glowing SOX color for several hours than stops working. This one cycles in green, so it still have vacuum in the outer bulb.
