Cool Light ... Why is the capsule darkened? I thought halogens weren't supposed to do that unless they're under driven... Also why does it appear to be ballasted???

Not sure why these darkened so much, I have two them that did the same thing but they both still work. And the transformer is for the lamp, it runs on 24 volts.

Is there some advantage of 24v systems over mains 120v or 230v systems? Does it increase lamp life or something?
