I can't quite make out the capacitor value..?

Unusual to see the capacitor having its own terminals on the ballast, they usually just go across the mains input, wonder why this is different..?

By the way, you've got the title wrong, it's L4135 not L4125

Ta, 20uf 300V capacitor. It's not connected a regular PFC. Can't remember if its series PFC or required for resonant start.

Interesting, I'll be very interested to find the reason for this arrangement. I know that some of the higher power Philips SO lamp ballasts are HPF and don't need an external PF capacitor, so I wonder what the internal circuit here is..?

The capacitor are essential on the L4135, as it helps start the lamps, similar to the start capacitor on an induction motor, its also why its rated at 400volt.
