I think this is a pulsed xenon lamp from apparatuses used to examining absorption spectra of liquid samples. This lamp was pulsed like a camera flash tube. The emitted light travelled through the test sample before a diffraction grating produced the spectrum. The image then landed on a photodiode array. The photo diodes being placed at significant line positions in the visible spectrum.
I have produced the image to show the two main electrodes and two trigger electrodes. The window is 14mm (~1/2 in) wide. Pulse energy is 250mJ.

I take that this is capacitive discharged pulse rating to measured the amount of energy dissipated on the specimen

yeah, pulse energy calculated from the capacitor attached to the lamp. Not sure what the pulse frequency was but the inverter driving it wasn't all that small. Although the lamp has a metal casing it doesn't appear to be for handling heat.
