Snagged this one recently. Its identical to the one member "Dimbulb" has except with a different finish. Initially I thought the finish was done by the previous owner, either to change the look or because the original finish was heavily worn. However, it's appears to be a factory applied enamel finish. Of course it has the round GE ballast, with date code NE, which I believe is 1948. The original Circle F 3-way incandescent socket was worn out and didn't light a 3-way bulb correctly. Fortunately, I had an NOS Eagle 3 way socket from the 60s/70s which is a fine vintage replacement. I provided the lamp shade which I got at Bed Bath and Beyond.
