The sticker looks like it says something like "install on blue wire side of series type ballast", so I guess it does matter, and you wouldn't want to use it on a lead-lag ballast, either, since those run the lamps in parallel.

I like my lamps thick, my ballasts heavy, and my fixtures tough.

Welp, this goes on my winter to-do list. Find a capacitor to turn a series slimline into a single lamp ballast and post results.
