Don't be fooLED, T8 IS the worst thing to do to a magnetic T12 fixture.

Not too keen on this type of stuff but it's for traffic signals. See here for one. PM rlshieldjr as he can tell you lots about them.

That plastic TS part is actually a Flash Transfer Relay. It is on the red output to switch from normal operation to red flash. It is controlled by the MMU/CMU or manual switch.
