If it has ....3... or something similar below the etch, it's a 1980-1984 Westy. If not its a 1974-1979 Westy. I will email you with date coding info on Westy and GE fluorescents.

Yes, black endcaps. This lamp and the other cool white lamp are the only Westy lamps I have where the endcaps aren't loose.

Seen em in person. The cool whites were made in December 1982, the warm whites were made in October 1982.
