You hit the nail on the head - The vintage cup was placed up there to catch tar from a bad original early 1940s G-E Tu-lamp dripper ballast many Years ago,,

I replaced that ballast in 1992 and saved it for my collection,

Shortly after that the building was scheduled to be torn down city claimed eminent domain on the building,
All those fixtures have since Ben taken down and saved,


Also managed to save that dripper cup ) 3/4 full of tar in that cup😎 I keep the cup covered,
