Is that a rocker switch at the top of the picture ? What is that terminal block on the lower right connected to inside or is it just there as a termination point with no omic paths to the inside?

Manufactured articles should be made to be used, not made to be sold!

The switch is labelled Auto and Test, I assume it is to check the operation. The purpose of the terminal block is what I was asking, I have seen some versions of this unit with the photocell wired to this block.

You need to draw the entire circuit!

To do that you have to get it apart in such a manner as to get it together again. Is it potted in silicone rubber or epoxy resin? Does the casing use one-way snap-fits or is it sonically welded? If so you will be "Pushing Shut Up a Fairly Steep Hill". If it is hollow and screwed together, it should be a breeze!

Ours are like this, easy to get to bits, draw the circuit and put together again. The CdS cell is clearly visible.

Here is the lower power electronic model with the photodiode as the sensor, chip (right partly obscured) and capacitive dropper (behind somewhere).

What is the actual light sensitive element?

What sort of device is it, CdS cell, Selenium Cell, Phototransistor, Photodiode????

In order to restore function to this unit you must "go down the rabbit hole" into the head of the bloke who designed it and extract the understanding he had to sove the problem set before him. With that understanding, the rest will be a breeze!

Manufactured articles should be made to be used, not made to be sold!
