The banding makes it look a lot like a GE

The more you hate the LED movement, the stronger it becomes.

What is the ballast that the Hygrade works? It looks like a stuck starter on preheat.

Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

I only working with the European date format (dd.mm.yyyy).

I lives in Israel, which is a 230-240V, 50hz country.

I agree with Dor123... because I noticed there isn't much end blackening on either side of the Hygrade lamp.
Have you tried the Sylvania F20 on that side of the fixture?

@ dor123 @ suzukir122 I used several starters including a philips S-2 electronic starter the hygrade bulb flash a lot but do not turn on !!
with the Philips electronic starter it lights up but the starter cuts off the electrical circuit !
I'm going to receive 2 GE T12 electronic ballasts for my new halfpipe , maybe with this type of ballast the hygrade bulb will light up again

I found an interesting video on youtube an EOL T12 20 watts bulb which works again thanks to a philips electronic S-10 starter

Simply: At EOL, T12 can still hold an arc without the help of the starter, so as the electronic starter cutting out, the lamp continues to rectify 50hz. Mr26lumix have a camera that don't shows beat effect on flickering lights during video capturing.
Some lamps like T12 and short T5, can still hold an arc at EOL, so when the electronic starter shuts down, the lamp rectify. However some lamps (Mainly the European T8 ) can't holds an arc at EOL, so when the electronic starter shuts down, the lamp is dark.

thanks dor123 for sharing all this information
I think the hygrade bulb was a victim of frequent or repeated starts or maybe a bad starter , I'll run it on an electronic ballast and I'll see what happens
