Had to bump up the contrast due to really bright backlighting but it's an older flood for a small strip mall in Marietta. 1000 watt, maybe this is an older generation Cooper? The paint looks weathered in person.

That's a GE PF-1000 Powerflood. They were made up until GE discontinued virtually all of its HID lighting within the past year or so. Now they only make their four cobraheads in HID along with their coach post top and 201SA NEMA head. Seeing that the NEMA tag font is wide, this flood light is mid-2000s or newer. Prior to that, GE used a very narrow scrunched up looking font on most of their double-digit tags. Their "5" and "7" tags were wide-font and more chubby looking.

The cobrahead is a GE as well, an M-400. I have one from 2009 (400W HPS, 120V) and it's surprisingly well built. Their M-250R2s are not as great in comparison.
