In the '70-s and early 80's Budapest and some other cities use these big fixtures to illuminate big squares and wider roads. The cover are made by Siteco, Germany and the floodlight inside are made by EKA, Hungary (Omnieka type).Most of these fixtures had 8 floodlights, but this survivor (and 3 other) has only 4. I think, this is the smallest power version with 4x400w MV lamp.The biggest could be 8x1000w MV.
