That will not last long, not too safe ether, first rain storm that ballast will be toast. Why not put the ballast in the head?

Surprising that they'd actually have a streetlight done up like that. Or is it just meant as a temporary fixture?

Colored Fluorescent's such as F40T12 Red or  Green or Blue are awesome...
