Made by an unknown factory in China.

Updaet 9/8/2016 (dd/mm/yyyy): Despite not appearing at Juganu online catalog, these installed by them, as they installed also one of their cataloged lanterns at the second part of the center.

I`d guess they were aluminium finned at their top, the plastic `covers` are maybe to stop birds nesting on top of them?

I think you are right about the heatsinking. I can barely see aluminium finning at the main picture. I don't think that the plastic covers are to stop birds nesting. Most lanterns here don't have devices to stop bird nesting, and as these lanterns building quality is at underlevel, I don't expect for such a thing to be on these lanterns.
