The reflective sheeting uses glass beads that reflect light back where it came from. You're seeing the different colors in white being refracted back at you from another angle pretty much how a prism works. This one's got high-intensity reflective sheeting. I have a 24" stop sign and 30" stop sign with this type of sheeting. It's amazing how little light it takes to brightly "illuminate" these signs! They've come a long way in 20 years, when the only reflective sheeting was engineer grade (mailbox number type reflective sheeting) that works good for lightly-colored signs but for stop signs and other non-white signs doesn't help much. Engineer grade signs loose intensity as they age too.

Besides Pikes Peak, we aren't seeing a lot of Colorado in your collection, so it shouldn't be surprising that we are skeptical.
