I see this light every day and never noticed the weird NEMA tag before. Any ideas why the tag looks like that?

It's not a NEMA tag. They're pole number stickers (basically mail box number stickers). The old NEMA tag probably fell off the lineman used them to create the "20".

To resist is to piss in the wind, anyone who does will end up smelling.
