Absolutely superb rigo, the build quality from Philips is a delight as always and the arc tube is surely hand made.
I’d guess mid to late 1930,s for this.
What a shame nobody has commented yet, it say a bit about this site.

I remember that I saw this lamp before, it's from various specialty mercury lamps from 1940's-60's
