That bulb is a Lifeguard, and the arc tubes turn white instead of black with use. It has had some use already.

If it was never used it would be clear, not white.

Some lights are noisey right out of the box. I have a couple nos GE street lights that are very buzzy and other GE and Westinghouse lights used from the 1960s that are dead silent.

Mine is noisy as it starts up and then quiets down. It's mostly the ballast cover rattling and someday I plan to fix that.

What's interesting is these fixtures were known as the McGraw Edison Nighthawk (also Handyman Electric) NH-2404 and later Regent made a version called the "Security Lite" with the model number NH-1204. But if you've ever looked at the typical 10" mercury vapor bucket yard lights, sold under the Regent or Cooper name, they also have the same model number - NH-1204 except there is an "M" at the end (mercury?). For a time, one could get the Nighthawk style (like yours) or a standard NEMA-like bucket light with either a 12" or 10" bolt-on refractor....I remember all 3 versions being sold at Home Depot and there were also HPS versions.

I'm lampin...
