Ballast lists all sorts of lamps!will it run all of them well? Probably not seeing how the input power is 1.4A, I think this one is basically extra low ballast factor to high ballast factor
Not sure what dimmer I would use, either a mark 10 powerline or a regular CFL/LED dimmer?

There is a lot of misleading information on the ballast. It will run most lamps with cold cathodes, and dimming will worsen the situation, as dimming ballast must maintain the cathode heating to prevent cold cathode operation.
