This is outside my parent's house and was put up by either the previous owner or the owner before that.

The reason i'm posting a boring floodlight socket is because i think i see at least two issues with the way this was done.

Well, the electrical box is not an outdoor weatherproof box, just a standard octagonal metallic electrical box that is used, and theres no conduit for that wire, which is exposed, and it looks like its going inside of the wall? Now the question is, is it grounded? Judging that the by this installation, not a chance.
