These look older so maybe that Universal is a later replacement?

I have several lights with these type ballasts. This explains your flickery slightly dimmer tube at startup. These ballasts all seem to have that characteristic for some reason.

Preheat Fluorescents forever!
I love diesel engines, rural/farm life and vintage lighting!
