34 watt F40T12 on 14/15/20 rapid start ballast

My Sylvania F34CW/SS/ECO on my Universal 546-B-TC-P 14/15/20 rapid start ballast. The Universal's 225V OCV allows a 34 watt lamp to start pretty reliably. With cathode heating removed, arc voltage was 101V, lamp current was 0.20A, and line current was 0.42A (normal rated line current is 0.55A).

I tried running both of my 34 watt lamps in series, but without the aid of two 9 volt batteries so that all cathodes were heated, lamp current wasn't high enough to sustain a hot-cathode discharge.
