Will a MV bulb work on a PSMH ballast without the ignitor? I measured it and the ballast used a little less power than usual, so it must be underdriving the lamp a little bit.

Yes, but for wattages under 175 you have to use one wattage lower on the ballast, e.g. 70w for 100w MV, 50 for 75, 35/39 for 50.

For a 175W lap you need 150W ballast and for higher wattages there is no directly suitable combination (unless you can tolerate some underpower, then for a 400W MV you may use 250W pulse MH ballast, it will drive the lamp at about 320W).
