do the starters work for 20 watts and 13-watt fluorescent fixtures? Also, are they argon?

No, those aren't fluorescent starters. They are for HID ignitors: https://www.lighting-gallery.net/gallery/displayimage.php?album=5427&pos=26&pid=165360
It's actually not even a glow starter but a spark gap.

When I tried to wire an Osram SE 600 starter in parallel with an HID lamp, I noticed that it was glowing orange, will that cause damage to this starter? I did not do it for very long.
