Title: Mystery bulb

Found this at work, and have no idea what it could be for as we do not have a fixture for it. It is a Sylvania 5 foot 40 watt T8 and as near as I can make (ink is a little smudged), F40/730/ECO, 3000K. What could this possibly be for, a sign maybe?
