What can cause this?

A fault with the device..? If it's new, return it for a refund or exchange.

This is a laser from 2013, which my mother bought me from New Zealand.

The phosphor may be bad. Be aware, it still may emit a lot of power in IR, so still very potent in damaging eyesight or so...

@Medved: You means the crystals that converts the IR laser to green laser... This can be.

Yes, exactly that...
They do so normally when too cold, but they may got smashed there and then the conversion does not happen even at normal temperatures...
