Title: Does the Minamata convention force signatory countries to ban HID lighting?

When I read on the internet that the Minamata convention would ban mercury containing products in signatory countries, will this convention force countries to phase out HID lighting? In the US, that is not the case, but I am interested in getting HID bulbs from other countries too.
