 It due to arc voltage of british 125 watt lamp.   The arc voltage is
145 volts and high reignition peak of the lamp meaning lamp will not stay lit on series choke with out any help. As u need twice arc voltage with the choke about 300 OCV.  So cap change phase angle
 to keep the lamp lit on lower OCV.

This actually helps me understand my F125T12 tube. I hope to be able to light it someday. I do remember reading that you can buy glow starters for the 125w tubes

They use to be the old Thorn lighting number 155/800, I think the newer ones are FS125s  :)
