While doing some google street view scouting i noticed these small clamshells in a parking lot. They appear to have some kind of latch at the top and don’t look like anything I’ve seen before. Does anyone know what kind of clamshell it is?

Could also be one of the more obscure Canadian luminaire manufacturers.

That thing on top looks like one of those PC sockets for remote use with a 1/2" nipple on the bottom, mounted on the angled part of the housing.
