I actually lived in Charlestown for a couple years. I like how they said that HID fixtures aren't being made anymore, but that doesn't mean that you can't maintain them! How about only installing LEDs when the HID fixtures are damaged??

HID Fixtures should stay HID, but I think LED is fine too.
Any new photos are taken with a Panasonic Lumix DMC-FZ35!
Local power is 120/240VAC 60Hz, TV is NTSC 480i 59.94, DTV is ATSC 1.0 and simulcast ATSC 3.0.

electric utility saves BIG money on lower power bills to offset the costs of the changeout and that might postpones infrastructure upgrades

 Exactly !!  100 grand in streetlight replacement saves them from having to spend 20-30 million in system upgrades and replacements !

MB Hydro just released a "guiding paper" looking at the future needs VS capacity and with increased "electrification" and was heavy on talk about "behind the meter" OR get the consumers to USE LESS / pay more during peak HRS

These lights are probably owned by the utility instead of being owned by the city.  Essentially leased lights, where they pay a flat rate per month determined by the wattage of the light.  Lower wattage LED lights would have a lower per-month fee than the higher wattage HID lights they replace.  Probably not a huge difference per light, but multiplied by the 6800 lights the city has, it's a lot.

MB hydro runs and maintains the lights the CITY wants and pays a flat rate for and lower wattage = LESS payment for power

Around here , the local utility is offering major incentives for LED conversions !  They also offer rebates to homeowners for doing things to promote increased efficiency. They're currently offering homeowners a $50 rebate towards the purchase of an energy efficient fridge and will even haul off your old one free of charge !
