I had a cool daylight 14w T5 that was eol, so I roasted it on an instant start ballast. But after the eol show the tube dimmed and glowed blue. The blue light was similar to BL colour. It only lights up with a tesla coil now. Compared to a normal 20w tube in picture.

Here's a similar one. A 36w pll lamp. This one atleast glows on the ballast. But one electrode glows orange.

The 14w tube ran with a bright orange cathode. Then half of the tube became orange, and then turned off. There was a slight glow on the other electrode, but the lamp couldn't turn on. I got it to glow blue from a tesla coil.

The cathode may be broken and an arc formed between the two ends of the filament, and burning it through the glass stem and turning orange, finally causing vacuum loss.

Easy to tell which scenario happened in this lamp. If there is a crack developed, internal volume will rather quickly equalize to the atmosphere, and lamp will refuse to light up at any E-field strength. Short of direct sparks in the air at 1bar. If harakiri device was triggered, internal volume is filled with hydrogen, but still vacuum tight, so the lamp will continue to light up blue-purple on Tesla coil infinitely.
