Art piece yes, vintage look yes, but i dont think it really copies something that existed in the past - why would anybody stick lightbulbs on the fan blades even in 1920's ?

Mixture of an old fan and the remains of a 3 way ceiling fitting, along with some old copper pipe thrown in for good measure. Might be good as a feature, but not really going to do much other than break bulbs.

I doubt the thing rotate at all. To me it look made as a light fixture, designed as a joke), to grab an attention for something really weird. I personally love such thing, it is crazy joke, but still functional item (in this case a desk lamp)...

I could asume it have brushes and slip ring setup on rotating shaft lot of rotating signs with florescent lamps or bulbs use brush and slipring stet up too. not common now as in the past. \

I am not sure that a contact would be needed. How about tapping into the rotor winding (which is otherwise shorted) ?

If that thing rotate, it could do so only very slowly. Otherwise the centrifugal forces would tear the filaments into pieces, not mentioned the rotor imbalance...
Indeed, if that thing is supposed to rotate only slowly, wound rotor would take care of the energy transfer into the bulbs. And if the rotor would be three phase, but the stator only single phase, it would cause nice effect: As the thing would rotate, lamps would light up and dim down, as the related rotor winding angle would change it's alignment...
