Probably an attempt to somehow simplify the internal ballast schematics made this document quite misleading, when tackling how the ballasts work, mainly the electronic ones.
It completely ignores the effects of parasitic capacitances of the wiring on the "hot" end and even it's existence, while when you read carefully the manual of any of the major brand, they point out the need to keep the "hot end" wiring as short as possible (and often state the maximum length).
It tries to somehow tackle how to design the lighting system, but does that so briefly, I have some doubts about the usefulness (people, who know the matter or do not need anything optimized do not need this, for the other it is lacking a lot of important aspects). So the only usable part are the standardized tables (so one does not have to remember them). But for that a single sheet will be way more convenient to work with...
