Looks like 1000Bulbs just started selling these.

Basically the same as those "shoplight" RS ballasts. They're NPF and the ballast factor is horrible, but hey, at least they're 2x40 magnetic ballasts. Never thought I'd see any for sale again! I think these circumvent the DOE regulations by being NPF.

Edit: They've definitely added some new magnetic ballasts, like this 2x20 HPF:

It would be even better if you could get name-brand versions, but this is better than nothing.

The DOE does not limit the ballasts on the power factor, but on the lamp feed power. When above 25W, the system efficacy requirements are not feasible top reach with F40T12 and magnetic ballasts. But below 25W/lamp the requirements are way relaxed, so a F40T12 (fed by 22W to be within the 25W limit) could reach them.
So the 25W limit is, what imposes the restriction on the ballast factor.
And being NPF is just being cheap...

I wouldn't be in such opposition to these low BF ballasts, as it allows to design rather efficient low brightness systems: Driving the tubes with such low power means you do not have to use any additional diffusers, so no light losses there, as the low intensity means the tubes could be in a direct view without causing glare.
I'm quite missing this option here, as the European regulations do not allow the sale of ballasts not meeting the lamp specifications (so with unity ballast factor).
