I have a wallpack that takes 70 watt hps bulbs but I don't have a 70 watt hps bulb and i don't know if the fixture works or not and I want to know if I can test it with a 50 watt hps bulb?

Yup, should work, but as stated, will have a bit more of a white hue to it and the life will be significantly reduced.  I am running a few 35 watt HPS on 50 Watt fixtures, though when I tried to run a 35 watt HPS on a 70 watt HPS fixture, I fried the ballast and/or capacitor
