No. It's a huge facility plus the smell was so overpowering you could smell it even when you weren't breathing.  :o
What about a lot of ventilation?
It was just PILES and PILES of garbage everywhere. the high bays were under a massive canopy that covered the piles, so there was already ventilation. The entire area around the facility just stunk horribly.

No, they were more like 250 or 400 since they had those big tubular lamps.

@the smell: For garbage processing and similar facilities, the aim is to prevent the smell from spreading out of the facility, so ventilation is out of the game. On the contrary, there are measures to keep all the smell inside, just to prevent it from spreading around.
But usually the places where the actual garbage is, are usually separated from the operators work place, so the smell is of no problem for them either. The lighting is necessary there for the operators to see, what is going on there. So the only people that have to stay for some time in the smelly site are either the maintenance and inspection workers and recently some visitors...

For the lamp power: The places are usually very high, so although it may not look like that, the covered area is really large. And it is easier to have fewer high power fixtures than 10's of lower power ones. Plus it is a workplace, so needs way higher lighting levels than streets...

It is still by far not that high concentration.
In the garbage incineration facility here the air for the combustion is drawn from the stinking storage pit (well, in fact the biggest "room" in that building). The reason is mainly to keep some negative pressure there (so the smell won't go out) and to destroy the smelly gasses in the hot flames. With this, any really dangerous buildup is prevented (there are more prominent evil gasses than methane - e.g. H2S,...). But this flow is not enough to remove the smell from the room. The operator cockpits (crane,...) are then filled by fresh air from the outside, so maintain positive pressure towards the room itself, so keep the working environment reasonable there. But of course, if someone has to manually sort something out really in the main room itself, the only thing he has is his PPE (so a simple filter mask). Bu that kind of tasks are rather exceptional and of rather short duration (fortunately for them; it is usually to fix or unblock something or so, so no longer than few minutes).

Most highbays will be 250-400 watters.  We have HPS highbays in use in post office warehouse areas here, high school gyms, swimming pools, basketball courts, lots of warehouses..

Yuuuuuuuup.  inside pools.  My local rec center has 2 pools that has combo HPS/MH lighting.
